The Citizen Participation Of Government Crisis Management Research

Coping with the crisis is not only related to the government, but also the citizens. Citizen participation in the government crisis management is an essential part. Establishing the appropriate mechanisms for citizen to participate in and bring the community, the NGOs, profit organization as well as the media is an important measure to make the government and citizens to participate in the crisis management.This paper re-definites the conception from the previous scholars.According to the order of the crisis,it can be divided as three parts:the latency period, the burst period,and the reconstruction period. According to the three periods, this paper analyzes the current situation and problems in the citizen participation respectively. And the paper states the reasons and points out its strategy to make a change. For the citizen participation in crisis management, both the society and government still has a long way to go.
