The village committee election is a political activity regulated by law. It is the vital content of the village autonomy, for which not only will it provide a supplement for the state’s democratic elections but also it is a means of motivating the citizens to the political events.In the1980s, the village committee election appears following the villagers’ autonomy system. At first, the village committee election was practiced in a smaller range, lower participation yet without strict laws and formal procedure. Especially, some local governments even gave the appointments of leaders to the villages. Through the efforts of the CPC and governments, the electoral laws were gradually improved and the election practice scope was enlarged. It makes the village committee election improved from the "small scope, indirectness" to the height of "large scope, directness".However, there are also some problems exposing in the election. Such as:the CPC branch in the village affects the village committee election; the informal organizations affect the election; the local government affects the election; the-villagers’going-out for jobs weakens the effectiveness of the election; the standards for the villagers’right of voting are not the same, etc.To solve these problems, this paper proposes some countermeasures. First, balance the relationships between the "two committees"; Second, make good use of the informal organizations in the village; Third, debug the relationships between the village committee and township government:Fourth, improve the village economy; Fifth, perfect the electoral laws about the village committee election.Meanwhile, the paper also has an analysis on the foreign countries in the field of rural administration, so as to perfect the village committee election at home.
