Non-governmental Charity means that private groups or individuals save people in trouble voluntarily. It is an important part of social assistance, and a supplement to government assistance. Although there is an inheritance relationship between Han Dynasty and Jin Dynasty, but they are widely different from each other. In this period, the civil charity advanced with the times. The civil charity of Han and Jin derived from similar environmental, however, shaped their own distinctive characteristics. And then, the charity of this period prepared some conditions for the appearance of charity organizations aftertime, and provided some standards for the later dynasties.From the perspective of historical materialism and dialectical materialism, this paper combines multidisciplinary knowledge of History, Philology and Sociology, collates the historical resources of charitable behaviors, and introduces the major types and enforcement processes of civil charity in Han Dynasty and Jin Dynasty. More importantly, by means of systematic study and comprehensive analysis, this paper is mainly relates to contrast studies about non-governmental charity in Han Dynasty and Jin Dynasty.The full text is divided into four parts:The first section is the introduction, explaining the academic background and significance of this topic, and gave a brief presentation of research objectives and methods.The second part titled as "The Review of charitable behaviors in Han Dynasty and Jin Dynasty", describes the major types and enforcement processes of civil charity in this period.The third section conducts contrast studies on private charity in Han Dynasty and Jin Dynasty. First, depending on the examination above, this paper represents the subject and object of non-government charity both in Han Dynasty and in Jin Period. Then, with some emphasis, I’11focus on the similarities and differences of civil charity between these two periods. At last, it discusses the social influence of non-government charity in the two different periods each.The last part takes a different approach—exploring the factors influencing the operation of charity—to compare the non-governmental charity between Han Dynasty and Jin Dynasty. On one hand, the civil charity in Han Dynasty and Jin Dynasty were both affected by several continuous causes—such as, Clanism, Confucianism, Filial Piety and institutions. On the other hand, according to different social background—the Han Dynasty is a unified empire, but the Jin Dynasty is full of division and disorder—and the developing powerful clan forces, the private clarity in Han Dynasty and Jin Dynasty represented distinctive characteristics.
