With the intensification of china’s aging population, the conflicts of pension problems rise as the changing of family structure, pension security system and social ideas about endowment. A traditional concept which is "bringing up sons to support parents in their old age" is enduring the test of social reality in that the model of aged-care at home is being broken day by day. Urbanization accelerates with the economic development of urban and rural areas and population mobility as well, so that people’s work and life receive less territorial limit. While with the emergence of "four-two-one" family structure, the pressure of supporting the aged for children multiplies. Under this circumstance, just depending on the family or the government is unable to afford the aged a good guarantee for their old age life. So under the premise of ensuring the life quality of aged people in their old ages, and to lighten expenses of government and individuals, private old-age care institutions become the focus of all circles and undertaking of concerted effort.Because of inappropriate implementation of policy, lack of unified professional management, the relative lag of social values of supporting the aged, and problems from human resource management in these institutions, social volunteer service and channels of institution development as well, private old-age care institution, this new emerging social undertaking, develops by no means smoothly.This paper is based on the case study of several private old-age care institutions in Henan Province, with respect to the implementation of government support policies, operating mechanism, social atmosphere, developing channel, personnel management and other problems, this paper makes a deep analysis from causes of these problems, and try to explore a way to promote the development of private old-age care institutions from the aspects of external sources support and internal factors.
