China’s Government Purchasing Public Service Mode Research

Government purchase of public service started from the social welfare system reform in Western countries, and then it became popular in the developing countries. The government purchase of public service introduced the market mechanism to the public services, to make up for the lack of government finance, so as to improve the efficiency of public service. As a kind of new things, in our country it is still in the stage of exploration. It mainly exists in community management, employment services, public health, endowment services and some public services. However they all have some problems.This article started with the background of government purchase of public service, decided the related conceptual and theoretical basis. Then, analyzed the patterns and characteristics of our government’s purchase of public service. Use Shanghai Xinghang, Yangguang, Ziqiang as examples. Used two detail cases, one is the purchase of community services in Luocun street, Nanhai district, Foshan City. The other one is the purchase of poverty alleviation services from Jiangxi Poverty Alleviation office. This article analyzed our country’s government purchase of public service patterns through the public service buyers, producers, consumers, buying processes, contents, funding sources and evaluation mechanism. At the same time, expounded the status about China’s government purchase of public service. Finally, some problems and reasons have been appointed in this article.Contract purchasing model is currently the idealized model for Government purchase of public service. But in our country it is very seldom. So this article used some buying experiences from home and abroad. There are four aspects to fulfill government’s policy choice of buying public service. They are transformation of government functions, established a service-oriented government philosophy; promoted contractual public service; built a diversified supply structure; combined China’s situation, established a sound service purchase legal process and structured the government buying public service supporting measures. So the government and community organizations can achieve equal cooperation, instead of administrative dependence. So the government can improve their administrative efficiency and public services’quality. Provides preparing conditions for the social organization and meets the public’s growing demand for public services.
