Chinese Accountability system emphasizes the responsibility of those who we know as chief executives,after years of implementation, China has made great progress in the construction of Responsible Government.In recent years,these high-profile accountability practices were accompanied by some later low-key coming-backs or returns,the phenomenon arouse some public attention,and the media as well,the effectiveness of the Accountability was questioned by the public.Firstly,in order to demonstrate the rationality and the legitimacy of the coming-back phenomenon,my paper focus on analyzing it’s jurisprudential babis.Nowadays there is still not a special Accountability law in China,and actually we do not have the so-called Coming-back System.The key point of the paper is analysing all corresponding provisions in the regulations and articles of the Accoutability,after the case analysis, I tried to conclude the problems in the practice and find the reasons. Finally,my paper focused on the limits setting and the system construction of the chief executives returning,I tried to make some rigid regulation about the bottom line and some necessary conditions,a investigated the system construction,I put forward four suggestions,the specific procedures,set up a performance evaluation mechanism,the violations in the employing process need to be investigated,and promote information disclosure as well as encourage public participations. |
