As a government-dominating society, the development of economic andsociety of a certain district is largely determined by the Governance-Capacity ofthe local government, which mainly depends on the qualities of the cadresespecially the qualities of the leading cadres, and it is a natural progress thathaving new cadres succeed the old. As a result, establishing a team of reservecadres with high-quality, sufficient quantity, complete range of backgrounds,reasonable structure, and capable to take over the important responsibilities fromthe current Party and government, and promote cooperating between the currentand reserve cadres of the leading bodies to take a leading role, is theorganizational ensure to further promote the Party’s career to create a newsituation with great achievements in economics and social developments, and alsoan inevitable requirement to promote scientific development and social harmony.The Party and government ought to further enhance the sense of responsibility andurgency, emancipate the mind, and actively explore, be bold, to strengthen thebuilding of the reserve cadres, to form an institutional environment conducive tooutstanding young cadres to stand out, the spirit of reform and innovation topromote the work of the reserve cadres for new progress.The aim of the dissertation: This dissertation summarizes the theory andpractice of China’s reserve cadres in virtue of the doctrines and theories of publicmanagement, human resource and organization management. Taking thedevelopment of the second-tier of reserve cadres from Panyu District, GuangzhouCity as the study sample, drawing on the Chinese and Western experience of theconstruction of the government officials team, personnel management, personneltraining and abiding by the universal rule of talent development, this dissertationindicates the status quo of the development and the problems existed andpositively investigates a new approach of construction of reserve cadres, which isapplicable domestically and thus provides the positive enlightment for China’sreformation of public management and team construction.The framework of this thesis is: follows the basic idea of "ask questions, analyze problems, and solve problems", and uses methodologies of theoreticalresearch, literature analysis, case studies, comparative analysis and provides thebasis and reference for the construction of a sound and perfect science reservecadres training mechanism under Panyu District’s new situation, new tasks andnew requirements, building reserve cadres construction of a new pattern, and thento build a unity strong, with the combat of high-quality second tier reserve cadres’team. This paper is divided into six chapters. The first chapter is an overalldescription, which is a briefly description and explanation about the significanceof the topic, the main content, research method, research literature, etc. This paperprovides useful inspiration for the reserve of cadres, on the theory of China’sreserve cadres, system selection and evaluation model, the theory of publicadministration in the West and foreign political parties reserve cadres constructionexperience. The second chapter is on the connotation, change, status quo ofChina’s reserve cadres. Respectively, from the evolution of China’s reserve of thecadre system, reserve cadres theory, and the reserve cadres working practicesaround three levels, it analysis and teases out the necessity of the reserve cadresconstruction. The third chapter is about the current status and characteristics of thereserve cadres construction of the Panyu District government. Use data analyzethe general condition of the second tier reserve cadres construction of PanyuDistrict, summarizes the main initiatives of the second tier reserve cadres. Thefourth chapter shows the common problems, points out the identifies problems atwork and analyzes the causes of the problem. Chapter five discusses thinksing andcountermeasures of Panyu District’s construction of second tier reserve cadres.Focuses on the imperfections in the work of reserve cadres construction in PanyuDistrict, propose optimizations from aspects such as changing ideas, buildingconsensus, summing up experience and exploring the law, standardizingmanagement, improving the system, opening up the only sources, adhering tostandards, broaden our thinking, using of the principle, optimizing innovations,and grasping the various rings, in order to promote the construction of the secondtier reserve cadres of Panyu District into systematic, institutionalized andstandardized in a reasonable and effective way. The final chapter concludes with adiscussion and suggestions for future research prospects.
