Food is the material basis for human survival and development, matters topeople’s livelihood. It’s closely related to a country’s economic strength, technologylevel and the government regulatedion. In recent years, China’s food safety hasunderwent a crisis making the food safety issues increasingly prominent, then setsoff an unprecedented level of food security concerns recently, Sudan, melamine, andnow the poison bean sprouts poisonous bread, false egg. Food safety issues arelurking in the dark around us. until the media exposure of the issue, public can hardlybe aware of the seriousness of the issue. Administrative regulatory issues to explorein the research and its practice is of great significance to the overall food safety crisisprevention.Supervision and regulation of food safety, which is administered by theGovernment in accordance with relevant laws and regulations, administer andsupervise food manufactures, sellers in food production and circulation to ensure foodsafety, protect the interests of consumers, therefore ensure the stability of the foodmarket. China is in the process of transition from socialist planned economy tosocialist market economy. Ttraditional food safety regulatory system has been unableto meet social development needs. The food security status is not optimistic.Development and improvement of food safety regulatory system in China is one ofthe major issues Chinese government is facing. As we all know, food is the materialbasis of human survival and development. Food safety related to each person’sphysical health and safety. Since the reform and opening up, China’s materialstandard of living have been continuously improved and people have been increasedrequirements on quality of life. food quality and safety has replaced the quantity offood as the focus of public attention. An endless stream of food safety incidents inChina have popped up in recent years, especially the Sanlu tainted milk powderincident" in2008, making food safety issues become the hottest social issues. Many problems in food safety have led to a certain extent, to a crisis of consumerconfidence in the food industry which not only affects the people’s livelihood, butalso threats credibility of our government. Thus, government regulation, combinedwith scientific research and technological means is of great significance to improvethe food security situation. The basis for the government to regulate food safety is thenotion that protection of human rights which is the responsibility of the government,public goods need the regulation by government, and information balance should bedealt with through the government regulation. Government regulatory system for theanalysis of the food safety status quo, since the founding of the governmentregulation of food safety in China has indeed made a series of achievements,but thereare also serious deficiencies, such as inadequate laws and regulations, the regulatoryregime chaos, the responsibility system is not perfect.The time of writing had found a lot of food safety and administrativesupervisions in the main aspects of domestic and foreign books, newspapers,magazines and websites and other informations, using a combination of theoreticalanalysis and empirical analysis in the research, through the concepts of food safetyissues were clarified, identify the problems of administrative supervise on the mainaspects of Chinese food safety as well as the reasons behind these problems, andthrough learning from the advanced experiences of the developed countries, foodsafety regulatory system, trying to develop and improve the level of Chinese foodsafety regulatory.Article in the structure is broadly divided into four parts: a preamble, highlightedthe background, purpose, meaning, as well as major contents and research methods;an overview of the administrative supervision of the main body of Chinese foodsafety; food security and administrative regulatory and other basic connotation of theconcepts analyzed and discussed, and analyze the elements of the food safetyregulatory system of the Government, as well as the theoretical basis of the mainregulatory system of food safety administrative. The Third part, respectively, at thisstage of Chinese food safety administrative supervision of the main problems of theactual situation, summed up the problems in the administrative supervision of food safety in China.at this stage, the main problems and deficiencies, and Cause Analysis,and learn from some foreign management modes and advanced experiences, foundthe place which is still need to further improved. The forth section sets out the need toimprove the administrative regulatory body in China at the problem from a systemperspective, introduced some areas of the real level administrative regulatory body forfood safety, combined with the gains achieved in the actual implementation, and theemergence and response measures, in order to improve the administrative supervisionof the main problems of our country.
