In recent years, the allocation, utilization and management of official vehiclehas been a social focus. The tremendous waste of public resources has resulted inserious corruption problems, the prestige of the government has been affected,and the innovation and oversight regarding institutions is far behind the muchoccurrence of the use of official vehicle. Therefore, the adjustment of institutionalmodel urgently needs to be made.By means of accurately grasping the essential nature of official vehicle, thepaper attempts to find the contradictions existing in the allocation and utilizationmanagement of official vehicle and the resistance faced by institutional reform inthe present institution, make analysis and interpretation into problems such aspolicy choice and implementation, put forward with concrete measures andsolutions, and optimize management system and mechanism, in order to makeofficial vehicle truly serve administrative utilization instead of wasting limitedpublic resources.Research regarding the subject has certain practical values: firstly, themanagement mechanism of official vehicle can be perfected and prominentcontradictions can be resolved; secondly, the administrative operation cost can beeffectively reduced and efficiency can be improved; thirdly, corruption regardingofficial vehicle can be eradicated and good image can be maintained.Focusing on institutional reform, the paper puts forward with constructiveadvices, to solve a series of prominent problems: firstly, the specification ofadministrative organizations and their responsibilities is not clearly defined, andmanagement is unscientific; secondly, the official vehicle management isrelatively flexible and power is beyond system; thirdly, serious problems suchas private utilization of official vehicle and disguised special vehicle are existing, and the oversight mechanism exists in name only.There are a number of reasons causing the above-mentioned problems,investigating into the origin, administrative mechanism must be involved, whichis obviously difficult to be accommodated. Therefore, more analysis should bemade in practices in order to find the most feasible answers. Firstly, thefunctional positioning of administrative department is not clearly defined, and theendowment of power is not adequate, contradictions have been avoided in thecourse of policy making, which means avoiding the important and dwelling on thetrivial; secondly, the discretion of official vehicle management is relatively big,responsibility shuffling and interests competing exists among administrativedepartments concerned; thirdly, the thought of Bureaucracy Standard is difficultto eradicate, oversight mechanism is lagging behind, and functional departmentsavoid responsibilities.A number of problems regarding allocation, utilization and management ofofficial vehicle exist and own prominent characteristics, and the difficulty lies inhow to solve problems and resolve contradictions in specific system in China. Themost practical solution is to perfect management mechanism and strengthenoversight measures.Firstly, the institution and stipulation needs to be improved,Policy andstandard needs to be clarified.in order to avoid high flexibility and overemphasison specificity. Supporting and complementary provisions should be stipulated,blind angle of management should be removed, and privilege should be limited.Consistency and perspectiveness of policy should be enhanced, and the practice ofadministrative institution reform, transformation of government role andeconomic and social development should be approached.Secondly, management resources should be integrated and division of laborand coordination should be strengthened.‘Central administration’ should beimplemented, division of functional department should be planned and designed,and power boundary should be defined. Compactness of cross link needs to beimproved, in order to avoid negative internal consumption.Thirdly, execution should be paid attention to, and policy implementation should be promoted. The way from the top to the bottom needs to be adopted, inorder to constrain power and interests scopes of leaders. Policy guidance shouldbe strengthened, to guarantee the precise implementation and avoid deviation.Policy feedback should be paid attention to, and timely adjustment should bemade considering practice.Fourthly, oversight should be enhanced and effective supervision should beimplemented. The oversight system should be perfected, strong measures shouldbe adopted, and effectiveness should be enhanced, to avoid being formalistic.Power limits of supervision department should be defined, and interaction shouldbe promoted. The processing of violations should be followed, to reducefrequency and probability of violations. Public oversight should be taken as themain approach, to make up for the deficiency of executive force of supervisiondepartment.Fifthly, major issues should be emphasized, and key factors should befocused on. Personal quality should be improved and staff should seriouslyperform their duties. Policy should be accurately grasped to avoid the deviation ofexecution. Flexibility should be accurately considered and tendency should beavoided. Impartial principle should be adhered to, to avoid the seeking andtransaction of benefits through policy flexibility.In conclusion, the perfection of mechanism of official vehicle managementdoes not need to be limited to formality. With regard to problems existing inallocation, utilization and management, the study of strategies, the proposition ofconcrete measures and the adjustment of mechanism and system should beconsidered as the optimal strategy, which is more in accordance with practices inChina.
