Study On The Management Of Official Vehicles In Binzhou City

At present,the reform of official vehicle system of Party and government organs and institutions at all levels in China has been basically completed,and the construction of "integration of standardization and informatization" of organ affairs has been gradually promoted.As an important part of organ affairs management,official vehicle management needs to be further optimized and improved in line with the development trend of the times.The management of official vehicles includes organization setting,personnel allocation,management methods and means,supervision,allocation and disposal.How to keep the high quality and efficient management of official vehicles after the public vehicle reform and make the reform achievements sustainable development is the focus of the current public vehicle field.Improving the management level of official vehicles is conducive to further protecting official activities,promoting the construction of party conduct and clean government,and the construction of energy-saving organs,and further improving the image and credibility of the government.Based on the new public management theory and principal-agent theory,this paper uses the field research method and comparative analysis method,takes Binzhou City’s official car management as the specific research object,and based on the era background of standardization and informatization "integration" development proposed by the State Administration of organ affairs in 2020,Based on the actual situation of Binzhou City,which has completed the reform of official vehicle system of Party and government organs and institutions,this paper systematically and comprehensively expounds the current situation of official vehicle management in Binzhou City,and points out that there are some problems in the process of official vehicle management in Binzhou City,such as unbalanced management level of official vehicle,slow development of "integration of industrialization and industrialization",uncontrollable violations,low utilization rate of reserved vehicles,and so on Unreasonable use of transport subsidies.Through the analysis of the management status and problems,this paper analyzes the causes of the problems from the aspects of imperfect organization and guidance system,low standard of management platform construction,blind area of regulatory constraints,insufficient policy interpretation and education.On this basis,it also analyzes the advanced experience and Enlightenment of official vehicle management in Weihai City,Loudi City,Zibo City,the United States,Japan and other regions at home and abroad.Based on the above research,this paper finally puts forward some feasible countermeasures and suggestions to improve the management of official vehicles in Binzhou City.First of all,optimize the official vehicle management platform,improve the construction standard of the official vehicle management platform,implement the financial guarantee,and provide professional and technical personnel for the platform;To improve the supervision and restraint mechanism,we should improve the supervision system,broaden the supervision channels,and increase the publicity of the budget and final accounts of the purchase and operation and maintenance of official vehicles,so as to make the publicity more transparent and detailed.Secondly,we should optimize the car rental and configuration,improve the social car rental system,and actively promote the application of new energy vehicles;Innovation and reform of management measures,to scientific management of public transport subsidies,while breaking the existing management system restrictions,carry out market-oriented operation pilot.Finally,to optimize human resource management and improve the quality of personnel,it is necessary to establish a learning and exchange mechanism between cities and counties,and strengthen the positive propaganda and education of public officials.Through the proposal of countermeasures,based on solving the existing problems of Binzhou City official vehicle management,improve Binzhou City official vehicle management level,promote Binzhou City official vehicle management standardization,information development process,but also provide practical experience for the national official vehicle management.
