A Study Of Perfecting Contract Endowment Pattern Between Jiangxi Province Government And NPO

China, as the world’s most populous country, with the economic and social development, pension problems have become more and more serious. And the aging population and aging issues has brought unprecedented challenges to social security. As one of the central province in China, Jiangxi province is in the socio-economic transition. How to crack the pension problem in Jiangxi Province is an important subject that Jiangxi Province Government will be faced.Solving the pension problem in addition to the necessary financial investment and improve the pension, the key is to integrate social resources, innovative endowment pattern. At present, the main modes of pension including:home care, the aged and community care. These types of pension have inadequate to a certain extent. Therefore, in this multi-pressure, it is very important to build and perfect a new endowment pattern.By studying the aging of the population in our province, we have explored a new endowment pattern. It can improve the Jiangxi province government and NPO contract endowment pattern system. It has an important practical significance to solve endowment problems, and it’s a good reference for other regions in China and establishing a new endowment pattern, which is the practical significance of this article. In this thesis, the use of comparative study and field survey, conducted a systematic study of the Jiangxi province government and NPO contract endowment pattern. It’s divided into six chapters:Chapter Ⅰ:Introduction, it includes background and significance, home and abroad, research ideas and methods, innovations possible and insufficient.Chapter Ⅱ:An overview of government and NPO contract endowment pattern, from the complementary point of view of the functions of the government and NPO functions, and discusses the feasibility and mechanism of action of the government and NPO contract endowment pattern, proposed the operation process of contract endowment pattern between government and NPO.Chapter Ⅲ:The problems of contract endowment pattern between Jiangxi province government and NPO, on the basis of collecting relevant information, the thesis analysis Jiangxi province pension issue features and basic situation of Jiangxi Province pension mode, and find out the problems of perfecting contract endowment pattern between government and NPO, that is, buying behavior "internalized", NPO became government sector extension; standard of contract agreement is not clear, the responsibility of the government is relatively fuzzy; NPO lack of negotiation skills, contract cooperation become unidirectional cooperative behavior; the cooperation procedure specification is low level, the cooperation process randomness; service evaluation and supervision system deficiencies, the service cost is difficult to control; the lack of public rrust, cooperation in the process format additional cost.Chapter IV:Domestic and international experience for reference, through to the United Kingdom, the United States and other developed countries, Hong Kong, Ningbo and other places on the successful experience of contract endowment pattern between Jiangxi province government and NPO, summed up the way to improve Jiangxi province government and NPO contract endowment pattern, that is, perfect contract cooperation system and standard, expansion of government regulatory functions; construction of double security cooperation mechanism; pay attention to the service for the aged talent team construction; rich endowment service content.Chapter V:It proposes to improve Contract endowment patterns between the Jiangxi Province Government and NPO. Firstly, for lack of practice and exploration, this thesis proposes that the government should change idea, clear the government function of social management; use government power, increasing policy support and legal construction; formulate government and NPO contract pension service process and standards; strengthen construction of team of talent of nursing service; promote the development of NPO. Secondly, the NPO should strengthen their own management, regulating their own construction; improve their professional level, strengthen the system and improve the social credibility. Thirdly, the society should improve the public to participate in the pension services, establish a social feedback mechanism, use social supervision; strengthen moral education and promote the social pension respecting.Chapter Ⅵ:Conclusion:to summarize the results of the thesis, and hope to provide a little help for perfecting contract endowment pattern between Jiangxi province government and NPO.
