Study On The Pattern Of Urban Community Endowment Service In Shanghai

It is the common responsibility of the whole society to ensure the quiet and comfortable remaining life of the aged, a special group of people who have contributed a lot to the society.What is more, with the population aging and the old aging of the society, how to solve the pension problem has been an important portion of the construction of a harmonious society. In this paper, through analysis of its current status, it is found that population aging in Shanghai is growing in high degree, in high speed and in sychronization with the old aging. As a result, it not only affects the supporting level of the old, but is closely connected with the development of the pension pattern. As a specific case, the community endowment of Xuhui District has been studied. By means of sampling survey, investigations and analyses have been made of the population characteristics, the living conditions, the true demands of the aged and the pension service facilities as well as some other basic situations in the district. The current status and then the weak points of the urban community endowment service mode have been studied so that relevant experience can be introduced from the U.S.A, Japan, Singapore and other countries with relatively high degree of population aging. And then, suggestions and policies have been proposed from four aspects, improving the community pension service level, completing the family endowment service system, strengthening the construction of endowment institutions and perfecting the long-term care system for the aged.
