The good ability of crisis management of government leaders is a premise to ensure social stability. How to manage the social crisis is an urgent and practical problem for the government leading cadres.At present, the crisis management based on the evaluation is a new idea proposed by the western country in the work of government crisis management. The relevant study achievements in the academia are also very rich, but from the point of leadership science, the study aims at the development of the crisis management ability of the government cadres is less. It is difficult to ensure that the evaluation index selection and the analysis of the index weight will be truly applied to the practical cadre evaluation in the course of the study. In the Chinese existing leadership system, if we did not strengthen the crisis management ability of leadership cadres and did the pertinence performance evaluation, the crisis management of the government will hardly to be promoted truly.In the thought of act, the article starts with the introduction. This paper introduces the reason and the significance of the thesis topic selection, research methods, research approach and novelty which has defined the basic concept. And this paper states the relevant theory and research of the government crisis management and crisis management ability and evaluation at home and abroad which has carried on the beneficial reference.Secondly, make a theory analysis of the crisis management ability evaluation of the country government leading cadres. Base on reading a large number of documents and sum up the main problems of the crisis management ability evaluation of the current country government leading cadres and then put forwards the practical significance for evaluation. And establish the target and value orientation of the evaluation from the point of the theory which laid the foundation on the establishment of the evaluation index system. What’s more, this paper divides models and constructs the crisis management ability evaluation index system of the country government leading cadres according to the four phases of the crisis management, including eight categories of indexes, twenty nine secondary indexes and uses the level analysis method to make sure the weight of the index systemFinally, make the freeze disaster in2008of Guilin city as an example in the example analysis. And make a fuzzy evaluation of the performance done in this crisis by the country government leading cadres of Guilin city. Through the launch of the evaluation, on the one hand, this paper analyzes the ability defect performed in this crisis by the leaders. On the other hand sums up the three issues still need to explore of the crisis management ability evaluation of the country government leading cadres and get the three enlightenments based on the evaluation practice.
