In recently years, governments have realized the importance of crisis management in face of the public, which is involved in more and more subjects. This paper aims to figure out a case of government-enterprise cooperation, the China Mobile and the Chinese government, to realize the crisis management in front of the Chinese public both in theory and practice.Based on finding articles and documents from China and some other countries, the paper is going to do the research the cooperation especially on informationalization, which is relative less than other fields researching crisis management. It is not only an innovation for the aspective of informationalization, but also a difficulty in argument. If the government can use the advantages of networks and informational tools from the China Mobile (MB) well, it will finish works in crisis management more successfully.By the application of relative theoris both in crisis management and informationalization, the paper aims to analyze a cooperation model between communication enterprises and the government theorically on one hand; and by case studies, on the other hand, both horizontally, cases from USA, Japan and German, and vertically, cases from Guangzhou, Shanghai, Wuxi and other Chinese cities to compare with Chengdu, as well as cases of the Wenchuan earthquake in May,12,2008and the "message rumor" in2010, the paper is going to analyze the development of the cooperation, and try to establish a new model for the government-enterprise cooperation in crisis management especially in informationlization. Moreover, it will argue the features of the new model, and give some suggestions for future to meet the application of crisis management.This new model will be applied into practice and getting more completed in future through completing relative institutions and establishing the system of informalized crisis management. Hopefully, this paper will push the government-enterprise cooperation in informationlization into a new trend.
