Performance appraisal seems increasingly important in modern HR management. And the Performance appraisal of civil servants has been paid much more attention by government leaders, along with the replacement from conventional HR affair idea to modern HR management. It becomes one important topic between government and academic circle that to establish a Performance appraisal system of civil servants which is in accordance with the development trend of market economy and public administration. The Performance appraisal system of Civil Servants targets on evaluating the performance of our civil servants, establishes a scientific and reasonable appraisal index system, and uses nowadays advanced assessment methods, to have a all-sidedly and accurately evaluation for civil servants. To carry out this index system is not only helpful to improve our civil servants’ performance, but also meaningful to build up a service-oriented government.In the government of city C, the main leaders of our government value the Performance appraisal of civil servants all the time. Moreover, the Performance appraisal of core members of our government leadership has paced the whole nation, offered reference to other buddy provinces and cities, and praised by middle central center and local governments. For the past few years, the Commercial bureau responds to our government’s strategic plan., that we probe boldly and find some new methods in the Performance appraisal of civil servants index system, making every effort to gain. Bases on the empirical study of this system in the Commercial bureau, the thesis first explains to us the research background、purpose、meaning and methodology, and tells us the history and current situation of this system domestic and abroad. In the second part of this thesis, it introduces us the current situation of the Performance appraisal of civil servants system in the Commercial bureau, including the existing way、questions and reasons of the system. The last part gives us some effective countermeasures and suggestions to improve this system in the Commercial bureau, in conformance with principle of innovation.
