Performance appraisal has different forms in different countries,such as performance appraisal,appraisal,performance evaluation,etc.As an important part of human resources management,performance appraisal provides the exact basic information for the main link of human resources.The Vietnam Da Nang industry and commerce bureau is one of the earliest institutions to carry out civil servants ' performance appraisal.the research on performance appraisal of civil servants in Vietnam is significant.According to the basic research and the actual situation of the industrial and commercial bureau in Vietnam,this paper analyzes the problems and reasons of the performance evaluation system of the industrial and commercial bureau from the aspects of institutional factors and human factors respectively.The civil service performance appraisal system of the United States,Britain,Japan,Singapore and China established early,and relatively perfect performance appraisal system,through comparing and drawing on foreign civil servant performance appraisal system,and according to the actual situation of the Vietnam Da Nang industry and commerce bureau,put forward more pertinence suggestion to perfect Vietnam civil servant performance appraisal system.Through analysis,it is necessary to perfect the legal system and strengthen the supervision of the performance appraisal system of civil servants who are in accordance with the actual situation in Vietnam.Pay attention to assessment,strengthen incentive;Scientific analysis,perfect standard;Follow the times,learn from innovation.
