Civil servants accountability system establishment and implementation of, is in order to improve the government’s implementation, has made the government really do "the power to use, the sentiment for the people for the people are, the advantage seeks for the", this also is set up in the process of service-type government is important one annulus, China’s reform of the political system is the important component, and on our politics, economy, social long term and steady and harmonious development to provide formidable power and security. But, in practice, our country’s existing civil servants accountability and the demand of social development or at a distance, civil servants accountability there are still some defects, also need to have been the perfect. This paper generalizes the our country civil servants accountability system present situation, again with "SanLu milk powder" events for defaults, to our country civil servants accountability the problem of the concrete analysis, and further analyzes the existing problems of above, and finally put forward the Suggestions and measures has feasibility, reach perfect and perfect our country civil servants accountability purpose.This research method mainly includes two kinds:namely literature research and combining theory with practice method. Since then, the use of combining theory with practice method, with the full theory in material preparation, and on the basis of our country civil servants and the responsibility system itself and execution combined with practice, to "SanLu milk powder" the event is an example, a detailed analysis of the our country civil servants accountability system existing specific problems, and finally puts forward suitable for China’s actual condition, our country civil servants to solve the accountability system of practical problems with certain feasibility measures and countermeasures to perfect our country civil servants accountability system.Through the full text of the research, that the research conclusion:first, China has established a civil servants accountability, and have got certain development. But, through the test of practice, our country’s civil servants accountability there are still some problems and defects. Third, according to our country civil servants accountability of the implementation of the specific situation, and the existing main defects and problems, in full western developed countries for reference the accountability system related theory and practice experience, the author suggests that perfect and perfect our country’s civil servants accountability measures, mainly including: improving the legal system, strengthening the public affairs, strengthen the management of the civil service, establish and perfect the supervision system, strengthening civil servant ethical culture construction, greater enforcement, strengthening the supervision of public opinion and so on.
