At present,our country is in a period of major economic and social changes.As public officials exercising state power and performing state duties,their ranks are stable or not,their own quality is good or bad,and their working ability is high and low.It will affect the development of the whole economy and society.The phenomenon of "civil servant drain",which is in sharp contrast to the recent "civil servant fever",has sounded the alarm bell for us.In particular,the problem of the loss of civil servants at the grass-roots level is even more prominent.If this problem is not effectively improved,it will not only cause waste of public resources and increase administrative costs,but will also have an impact on the executive power of the government.It may even lead to social contradictions and ultimately endanger the stability of the state regime.The author believes that the loss of grass-roots civil servants needs to be highly valued,and the reasons for the loss should be thoroughly analyzed.Furthermore,the paper puts forward some countermeasures.This paper,from the perspective of the government,combines the theories of human resources management,performance management and public management ethics in the public sector,and takes street public servants as the research object.By analyzing the quantity and structure of civil servants in Lintong district and the current situation of civil servants' loss across the street,the reasons for the loss of civil servants at the grass-roots level are found out.Finally,the effect of the measures to deal with civil servants in Lintong district is evaluated.The third part of this paper analyzes the current situation of the civil servants in 23 sub-district offices in Lintong District and compares the changes of 2012 and 2016.Part 4th combined from personal factors organizational factors and social factors summed up the main reasons of the loss of grass-roots civil servants,at the same time,the analysis of the effect of the measures to deal with the problem of civil servants' loss in Lintong District in the past five years;the 5th part applies relevant theories and combines the actual situation of the civil servants of Lintong District Street Office to organize incentives.Three aspects of personal factors organizational factors and social factors.
