The national civil service system is the basic public management system in the new period of socialism in China,and it is also the symbol of the maturity and modernization of the personnel administration system.Civil servants,as the core of the government at all levels in China,play a vital role in exercising state power according to law,forming administrative decisions,coordinating economic development and maintaining national order.However,the right is bound to have obligations,civil servants with multiple administrative powers must be subject to strict supervision by laws and regulations,which is also an inevitable requirement to protect the credibility of the government and enhance administrative efficiency.China's Civil Servant Law was formed in 2005,which comprehensively limits the rights,obligations and management of civil servants.However,many rules still need to be further studied and practiced,especially the investigation process of civil servants' responsibility.It can be said that the establishment and improvement of civil servants' responsibility and its investigation system is the focus of our civil service system research.This paper takes the actual case as the breakthrough point,summarizes the status quo of civil servants' accountability,finds out the problems and puts forward measures.Firstly,the dissertation introduces the readity research background of the officials ? duty-charging system,thesignificance and the responses to the present situation and the corresponding methods at home and abroad.Then it summarizes the current situation of the civil servant accountability system in China from the perspective of the administrative law.Starting with the Civil Servant Law and the Supervision Law,it points out the system of the civil servant accountability before and after the reform of the state supervision system in the nineteen major Party countries,and summarizes the existing problems of the civil servant accountability system in China at this stage.It includes the subject,object,judicial remedy procedure,consideration standard and typification deficiency of the accountability system.Finally,based on practical experience and the basic theory of civil servants' responsibility,the author tries to put forward measures to improve the system of civil servants' accountability,in order to contribute to the administration of our country according to law and the rule of law.
