A Study Of Government Performance Evaluation For Accidents Management

Government crisis management performance evaluation is an activity that evaluates and analyzes the performance of government crisis management, and provides a basis on which we can improve the government’s crisis management system and enhance the government’s crisis management capabilities. It’s a vital, but relatively weak link of the whole government crisis management process. Accident management is a sub-field of government crisis management. A performance evaluation study on accident management may prove to be significant to crisis management theory. Currently, the frequent occurrence of accident in China also requires an enhancement of the study on accident.This paper establishes the concept system of crisis management performance evaluation based on summarizing the theoretical system of government crisis management and absorbing related researches of performance evaluation of government crisis management; based on the crisis life cycle theory, and absorbing the existing government crisis management research, we analyze the whole time-series process of accident management and determine the evaluation content of accident management performance. This evaluation content has taken the characteristics of accident, which is a special type of government crisis, in to consideration. On this basis, we design the index system of accident management performance evaluation. And we design the weights system by using AHP analysis method. We choose "7·23" Bullet Train Accident as case, using the designed index system and the actual data obtained through the questionnaire survey to assess the performance of accident management on the accident.
