In order to strengthen the fundamental position of agriculture,further emancipate the productive forces in rural areas, promoteagricultural economic development, and improve farmers’ livingstandards, the party and government had attached greatimportance to the "three rural" issue in the 30 years of reform andopening up.Since the Third Plenum, the CPC Central Committeehad formulated and promulgated a series of preferentialagricultural policy measures, that thirteen "Document." This seriesof favorable policies constantly sum up experience in practice, andgradually adapt to the development and reform of China’s rural,which has promoted the building of socialist new countryside.Isthis series of preferential agricultural policy in the implementationprocess of the performance satisfactory and be really able to makefarmer friends benefit? What are the factors that affect theperformance evaluation of implement preferential of agriculturalpolicies? These are the main problems to be solved in the institute.In this study, satisfaction as a starting point, I want to analyzeand study various satisfaction models and I have designed farmerssatisfaction questionnaire of the implementation of theperformance of China’s preferential agricultural policy . I had make a sampling survey in H city and calculated and measuring farmers’satisfaction on the basis of 812 valid questionnaires. For theindividual benefits of agricultural policies, the higherimplementation of performance is the elimination of agriculturaltaxes, eliminating the compulsory education tuition and fees, etc.,contrast to the less satisfaction of the provision of small loans inrural areas, agricultural training status of the farmers and so on.The results show that overall satisfaction of our farmers is not high,but in the lower--middle--level.Using the IPA Act to analyze theimportance of farmers satisfaction, and make the combination of 26projects indicators in the dimensions clear, which can provide atheoretical basis for the party and government to ttake differentmeasures for different items. At the same time, I use the stepwiselinear regression analysis to analyze the influencing factors of theimplementation of performance of China’s preferential agriculturalpolicy.The results show that farmers satisfaction---the main factorsof the implementation of performance of China’s preferentialagricultural policy are these three independent variables: thehousehold income level , educational level , and arable land percapita. The higher the level of farmers ’household income is, thelarger the arable land per capita is, and the higher the farmers’educational level is, the higher the farmers’ overall satisfactionrating is .
