RuralReform Research On XinYang Experimental AreaComplexes

Since the historical task of the construction of new socialist rural area was proposed on the Fifth Plenum of the16th Central Committee of the CPC,especially from the third Plenum of the17th Central Committee, Xinyang City have been accelerating the pace of reform and development in rural areas, carrying out the construction of the comprehensive experimental zone of rural reform and development, actively exploring the effective models and policies to solve the problems which restricted rural economic and social development, being prior to carry and try on promoting rural land circulation/establishing rural cooperative economic organization/investing in rural areas, and so on.Since the construction of experimental zones was overall inaugurated in Febrary,2009, Xinyang Government has formulated series of favorable policies and obtained delectable results in construction in a short period of time.By way of analyzing the background/implement and actual function of relative policies, this paper is designed to propose measures and suggestions for making a contribution to the construction of the experimental zones, with the hope to be valuable to the construction of similar areas of China.
