The problem that peasant is difficulty in increasing income, agriculture market is difficulty to start up and rural is poorness have confused us many years. Along with Chinese joining in WTO, it is exigency to solve the problem in agriculture, rural and peasant (A.R.P). Making an attempt to solve, the reform of rural Tax and charge has deployed in twenty provinces. By trying, although the reform of tax and charge can relax peasant burden in a way, a lot of problems are difficulty to solve, and the problem in A.R.P. can't be settled radically.For solving the problem in A.R.P, we must catch hold of it's essential.By making a study of the status quo of peasant's burden, the article analyses many reasons which peasant's burden is heavy and difficulty in increasing income. By synthesizing, I come out a conclusion: the main cause of heavy burden of peasant lies in the separation rural society from urban society. To solve the problem in A.R.P radically, our county must make rural and urban integrated, and must adopt integrative finance and tax policy. In view of the base status and feebleness in agriculture, many of countries do a lot of favor measures in finance and tax policy to agriculture. These favor measures can do use for reference to our county.Making rural and urban integrated is our goal, but it is not reality to go into integration only one step based the situation of our county. So I bring forward a conception, adopting a two steps strategy. The first step is calling off agriculture tax on the base of the reform of tax and charge by now and calling off the stair of villages and towns and reforming the subsidy manner in agriculture. The second step is making finance and tax policies integrated, pushing income taxation, value-added tax and property tax to rural, unifying social security and commonality assign policy.
