Research On The Rural Revitalization Policy In The Six Provinces Of Central China From The Perspective Of Policy Tools

Rural revitalization strategy is the supplement and improvement on the road of building socialism with Chinese characteristics,and is the only way to realize agricultural and rural modernization.Since General Secretary Xi Jinping first proposed the rural revitalization strategy at the 19th Congress,China's "three rural" development has achieved remarkable results,but there are still some deficiencies in the implementation of the rural revitalization policy,and the system structure of the rural revitalization policy needs to be further optimized.This paper selects the rural revitalization policy texts of the six central provinces as research data,uses NVivo11 software to sort out,classify and count the policy texts,constructs a two-dimensional analysis framework,analyzes the shortcomings of the rural revitalization policy texts of the six central provinces,and puts forward corresponding optimization suggestions.The main contents of this paper are as follows:(1)Based on the theory of policy tools,combined with the elements of rural revitalization strategy,a two-dimensional analysis framework of rural revitalization policies in six central provinces is constructed.After encoding 124 effective policy texts screened according to the standards,the quantitative analysis of rural revitalization policy texts in six central provinces is carried out from the perspectives of the types of policy texts,the year of policy texts,the issuing departments of policy texts,the types of basic policy tools,and the elements of rural revitalization.(2)According to the statistical analysis results of the policy texts,combined with the basic connotation of the policy tools and the connotation of the rural revitalization strategy,it is found that the rural revitalization policy texts issued by the six central provinces have the following deficiencies:the policy texts lack substantive effectiveness,the structure of the policy tools is unreasonable,the supporting measures of the policy tools need to be further improved,and the use of the policy tools is not closely combined with the dimension of rural revitalization in the six central provinces.(3)According to the actual situation of the rural revitalization policy texts in the six central provinces,it is proposed that the optimization of the rural revitalization policy texts in the six central provinces should start from four aspects:improving the effectiveness of the policy tools,optimizing the structural proportion of the policy tools,improving the supporting measures of the policy tools,and reasonably considering the factors of rural revitalization.
