Recently, Domestic study of administrative ethical issues, regardless of thenumber or quality, have achieved fruitful theoretical results, and also play anindispensable guiding role in the running of administrative ethics in reality.It breaks through the limitations of traditional management which focus only on theexternal control, and begins to stress the dual play from the external forces of law andthe internal moral support. Through the enhancement of chief subject’s morality,consciousness, beliefs, it transforms the rigid discipline to flexible self-discipline, togive the fulfillment of legal responsibility the inherent power. Through the effect of theprincipal’s inner conscience, responsibility, sense of justice and other non-mandatoryfactors, through the unity of the internal control and external control, the combinationof discipline and self-discipline, it provides a theoretical support for administrativeactivities, clarifies the thinking for the future research work.However, there are still many traditional research methods as empirical analysis inmost of the studies in the past. Other methods as political science and empirical researchmethods are seldom used, so objectivity needs to be improved. In addition, completeand comprehensive assessment study of ethical discipline of Administrative are the veryrare, which is very necessary, there is still some space in the study from thereviewing and comprehensive assessment research literature, because some importantelements of analysis and indicators have not been taken into account, there is stillvacuum existing in the theoretical research achievements, which weakens theeffectiveness of the results, leaving a certain amount of regret. This article is based onthis attempt.This study aims at an objective description of an overall grasp of the theoreticalstudy of the status quo and the basic trend of administrative ethics from1996to2010,and analyzes the general laws, the trajectories of change and the objectivecharacteristics of development of administrative ethics disciplines in the different stages.And, based on statistics and analysis, it pre-judges and deduces the mainstream point of view and the future development trend of theoretical research on administrativeethics, including the deficiencies identified in the analysis process and thecorresponding recommendations. I hope this study has a certain reference value to thedevelopment of administrative ethics theory study.This article is divided into six parts:The first part is the introduction. This section briefly explains the researchbackground, research purposes, the significance of the topic, research, elements of thestudy, research methods, and innovation points of the study.The second part is the comprehensive discussion of the development ofadministrative ethics Research. It makes a detailed exposition and analysis on the studyof administrative ethics, and makes statistical analysis on the time and distribution ofliterature published, using parts of the statistical methods and tools, I attempt to do aninitial simulation of the existing data in this paper, and predict the trend of changes inadministrative ethics papers, as to pry the development trend of the discipline.The third part is the statistics and analysis of administrative ethics literature. Hereare mainly three parts. First, make the statistics and analysis of literature on generalissues, especially the detailed analysis of the classification of the literature themes andthe time distribution of the themes,and distribution of literature pages;it is followed bythe statistics and analysis of literature authors, including the author titles and thedistribution of academic levels, the distribution of professional backgrounds and jobstructures, a detailed statistics and analysis of regional distribution of the subjectstructure of the first author and literature published. Finally, choose the top20ofliterature administrative ethics literature reference to do a detailed analysis. After lateral,attempts to do the longitudinal comparative analysis to know how many stages instudies of ethics literature in recent years, and the mainstream view and characteristicsof each stage, the researchers disciplinary backgrounds, the direction differences indifferent disciplinary backgrounds, the existing affect of the theoretical research causedby location problem; the defects and shortcomings surviving in the current theoreticalstudies.The fourth part is a comprehensive assessment and exploration based on statisticalanalysis, which mainly discusses the lack of development of the subject ofadministrative ethics and the causes. First, the basic theory is still not mature enough;Second, it is too fragmented, with no formation of the mainstream consensus; Third, research methods are too simple; Fourth, the lack of studies on practical issues in thereal level; Fifth, overall quality of the articles has declined.The fifth part is to come up with strategies and recommendations for currenttheoretical research, as there are still flaws and shortcomings. First, create a solidfoundation, a research team which is reasonably divided; second is to strengthen thebasic theoretical research, clarify context and form a theoretical system; third,strengthen links with the executives and administrative staffs, to sublimate the theoryin practice; forth, strengthen communication between scholars in the regions and in thecolleges, share resources and exchange of needed goods, and also encouragedorganizing seminars to discuss on the specific theory, especially to form a basicconsensus on the basic problem; fifth, broaden the research methods by actively learnadvanced research methods and analytical tools in other disciplines; sixth, activelylearning western advanced theory and thought, continue to strengthen the learning ofthe ancient tradition of administrative ethics; seventh, the government needs tostrengthen the economic and policy investment; eighth, standardizes papers publishedprocedures, rectify publication order, eliminate the academic misconduct from thesource.
