Research On China’s Administrative Accountability Hierarchy

SARS crisis in2003，opened a new chapter in China’s administrativeaccountability. With the Chinese government reform and administrativeaccountability have become a key link and institutional protection in building aresponsible government. However, through the systematic analysis on theadministrative accountability events, we observed that there are still someproblems in the practice of administrative accountability. The main performance isthe hierarchy of administrative accountability not clear. That is the accountabilityevents with the same type and similar severity are inconsistent in the hierarchy ofAccountability Subject and Accountability Object, which has greatly damaged thefairness、normative and seriousness of the administrative accountability. Therefore,this dissertation presents the concept of Administrative Accountability Hierarchy.By observing these specific accountability events, it studies the hierarchy ofAccountability Subject and Accountability Object.This dissertation selects the publicly reported accountability events betweenApril2003and December2011as the analytical samples. By statistical analysison these accountability events, they are divided into six types: Public healthevent、Production safety event、Environmental pollution event、Fire accident、Road traffic accident and Mass incidents. The purpose of this dissertation is tomake a rational division of administrative accountability hierarchy, thereby toprovide the basis for standardization and rationalization of administrativeaccountability hierarchy and to form a sound administrativeaccountability system.
