With the development of society,the public increasingly high expectations forthe government,they expect the Government to provide a greater number and higherquality of public services or products.But the resources what the local governmentscan take advantage of are limited.To resolve conflicts,it is necessary for thegovernment and its departments to run the government as much as possible toimprove capacity and improve resource utilization,so that the limited resources canbe into full play value,resulting in more public products or services, to meet thepublic’s growing material and cultural needs.Government Performance Assessmentcarried out by local government performance evaluation,shows the governmentoperation and utilization of resources. It is important for measuring managementlevel of government,increasing government efficiency and improving the quality ofservices.It can be used to found problems in he functioning of the government andthe use of resources,so as to improve local government performance. The newpublic management movement urges the government performance activities inpractice having been fully applied and affirmation, and accumulated rich experience.In eighty, the Chinese government actively introduce government performanceevaluation system, so as to enhance work efficiency and reduce the cost ofgovernment administration. But because our country contact performance is not much,so it is still at the primary stage.This paper introduced from the basic concept to the meaning of governmentperformance evaluation,related concepts and significance as well as the balancescorecard,elements and advantages.Reflect the problem that exists in development ofgovernment performance evaluation in our country.And then this paper introduced "the balanced scorecard card",which is based on the strategic management idea andtechnology and expounds the feasibility of introducing balanced scorecard,finallythrough a combination of theory and practice,put forward a government to balancedscorecard design principles,index system and construction steps....
