China has entered a critical period of socialtransformation, with a profound change in the economicsystem, a profound change in social structure, a profoundreadjustment of the pattern of interests, a profound changein ideas.Society is in continuous development,while a lotof social conflicts and problems also havehappened.Maintaining social stability and the long-termsecurity of the state are tasks that governments of allgrants can not ignore at any time.However,we have also notedthat our government’s social management has yet to keep upwith the needs of social development,which results fromlack of capacity in the management.In this context,the studyof governmental capabilities in social management hasimportant practical and theoretical significance.From apractical point of view,it can improve the relevance andeffectiveness of social management through the analysis ofthe government’s own shortcomings.From a theoretical pointof view,it is conducive to grasp the basic law of thegovernment’s social management,and may provide theoreticalsupport for the government’s social management.In thispaper, the study method is Systems Approach,by which thispaper analyzes in depth the elements of the government’ssocial management capabilities,and to providecorresponding solutions for the issues of governmentcapabilities in the practice of our government. By the overall layout, this paper is divided into fourparts, The first part contains definitions of thegovernmental capabilities and social managementconcepts,and significance,research status, commentary ofgovernmental capabilities in social management, andcontains introduction of the researching method——“Systems Approach”and the cause of choosing this method.In the second part, on the basis of political system,governmental capabilities model in the social management isconstructed, and five elements of the government socialmanagement capabilities are also introduced,which are: theability to absorb social resources, the ability to monitorpublic opinions, the ability to conformity multipleinterests, the ability to formulate and execute policies,and the ability to evaluate and adjust policies. The thirdpart contains analysis of social environment forgovernment’s social management currently, and also containschallenges to the government’s social management during thesocial transformation. At the same time, the unreasonabledisposition in resources, the lack of effective socialmonitoring, the failure to integrate social interest, theinsufficiency of public participation in the common affairs,and the performance evaluation of government are discussedin this part, with all of them are main problems existingin our country. The fourth part puts forward the suggestionsfor promoting our government social management capabilities:optimizing the allocation of resources, establishing monitoring system, perfecting the coordination mechanisms,expanding public participation and paying attention to theperformance evaluation.This paper attempts to innovate from the followingaspects. Firstly,the paper tries to combine the reseachingabilities of governments and its social management in a newperspective, in order to achieve the comformity of theoryand practice;Secondly, it poses a relatively completeresearch framework, and sets up a system of indicators forgovernment’s social management capacity; Thirdly, it takesa large variety of newest materials,and is based onmanagement practice and the data, to avoid doctrinaire andincrease this paper’s readability.
