Law Issue Study On Relationship With Urban Waste Treatment And Public Health

Currently most of the city in our country is surrounded by solid wastes, garbage pollution is severe, waste management faces large challenges. Waste treatment technology in China mainly include sanitary landfill, incineration and composting, but because of the low level of treatment or regulatory and other reasons, generally there is leakage in landfill leachate, incineration produces secondary pollution, compost fertilizer efficiency is low, it’s content composts of high level of heavy metal and lead to poor sales; Lack of comprehensive management of solid wastes, no clear Government function, excessive management intervention, no radical reform for sanitation company, no enough public participation; Although there is establishment of a solid waste pollution prevention and control system of laws and regulations, but still there is some blind spots, absence of the other corresponding laws, no legal regulation of pollution for entire process. Due to inadequate legislation, management, treatment, urban wastes seriously risk to public health security.Environmental health has long been an important part of public health, there are very closely linked between environmental health and public health, without well control of solid waste pollution, public health security will not be able to guarantee, in turn, good public health put forward higher requirements on the garbage disposal.If solid waste prevention work was done well, and what gaps exist, how to measure, are critical issues, evaluate its management from public health as a point of view, is both feasible and necessary.This article intended to evaluate the pros and cons of waste treatment systems in China from a public health perspective,so as to give a reasonable improvement programme.First of all, the article discusses the relationship between waste management and public health, as well as the public health requirements of waste management, and to conduct investigations into the garbage disposal situation in Beijing, giving an evaluation of domestic waste treatment in Beijing guided by principles of the relationship between public health and waste.Finally, at the conclusion of our waste management system, technology, the legislative system and draw domestic and foreign advanced experience, combined with the public health requirements for waste management, to further improve waste management programme.
