The Outline of Deepen the Reform of the Cadre and Personnel System in2010-2020points out clearly that to expand democracy in the work of cadres and to ensure that cadres and the general public have the right to know, to participate, to choose and to supervise are the basic objectives of this reform, which requires to work harder on the competitive selection of cadres. With "democracy, openness, competition and selection "as its basic value orientation, with building a contingent of high-caliber leading cadres as its target, competitive selection of party and government leading cadres broke the traditional Chinese concept of cadres selection and appointment. It has become a key point of Chinese cadre and personnel system reform in the new era. The aims of this study are to make clear about the system of democratic practice of leading cadres competitive selection and to make suggestions on optimizing the work path of reforming competitive selection of cadres by analyzing its form, process, value, existing problems and causes. This study has certain theoretical and practical value on acting the specific utility of competitive selection of cadres and will also provide beneficial enlightenment on promoting the development of the socialist democratic politics.By combining with contemporary popular democratic theory and combing the process of democratic practice, this article discusses deeply about the main innovation forms and existing problems of democratic practice of cadres competitive selection, especially about the defects in the system arrangement, and finally puts forward personal improving suggestions, that is, based on the theoretical study of characteristics and required capacities and qualities of different kinds and levels of leadership positions, implementing examination and moderate election combined democracy is the best way to develop democratic practice of competitive selection of leading cadres in our country.There are two main innovation points of this article. The first point lies in the novelty in the selection of the subject. According to the author’s academic view, there are few and scattered studying on democratic practice of competitive selection of leading cadres in academia.
