The Democracy Logic In Competitive Selection For Party And Government Leading Cadres

The Competitive selection of party and government leading cadres is a basic way of government cadre selection and appointment. Along with the impact of democratic tide, and the unshakeable premise of one-party administration in China, the meaning of the study on democracy logic within competitive selection for party and government leading cadres becomes more and more obvious and important. This paper tries to examine and explore the democracy logic of competitive selection for party and government leading cadres from three dimensions:effective participation, interests-expression and rights-equality according to participation, interests, and rights commonly stressed in the mainstream theory of democracy and basing on the analysis of the modern mainstream theory of democracy. That is to say, this paper respectively discusses the concept of democracy, the realization of democracy, the present situation of democracy practice, the pushing effect on the inner-party democracy and the socialist democratic politics construction, the different problems about violating democracy nature and democratic development trend, and the corresponding solution ideas within competitive selection for party and government leading cadres from the three dimensions, in order to gradually enrich and deepen the democracy concept of competitive election democracy, promote the democracy practice of competitive selection, and have the academic study on whether it can become the general democracy model.The paper thinks that party and government leading cadres of competitive election democracy should have three characteristics, namely the three dimensions:effective participation, interests-expression and rights-equality. First, we must expand and implement the effective participation of the Party members and the masses, and expand the scope and level of the masses’participation. Second, we must insist on proceeding from the interests of the masses, and meet the masses’demand of expressing interests for the selection of cadres, in order to make the selection of leading cadres conform to the fundamental interests of the masses. Third, we must devote to realizing the equal democracy rights of the masses, in order to promote the broad masses are able to effectively express their own appeal to the political system. We believe that the connotative development and reform of the three dimensions will help to promote the democracy construction of competitive selection for party and government leading cadres.From a practical point of view, the different areas of china are carrying on the beneficial exploration and practice for promoting democracy construction of competitive selection for party and government leading cadres under the new situation from three dimensions:effective participation, interests-expression and rights-equality. These practices promote the reform of the Cadre Personnel System. After18th CPC National Congress, the deepening reform in various fields including politics system, are confronting with hitherto unknown challenge and opportunity. Thus, we should insist on starting from three dimensions of effective participation, interests-expression and rights-equality to establish and perfect the scientific selection appointment mechanism and supervision management mechanism, to meet and guarantee the rights and interests for the masses, and to promote democracy construction of competitive selection for party and government leading cadres, which have great and far-reaching significance for bringing up the leadership who has both ability and political integrity, honesty, courage, ensuring the prosperity of the Chinese Communist Party and national lasting stability and peace.
