Urban village is a special phenomenon which comes out with the fast urbanization in China.The reform and opening to outside makes our country’s economy grows very fast, as well as thecities fast develop and spread and the former villages near urban areas have been embraced bycities because of the urbanization. The long-time duality system between cities and villagesmakes a great difference between cities and urban villages in administration, social security,population composition and economy features. Urban village comes out because of all thereasons. Urban village arouses various experts’ attention and becomes as a social problem whichcan’t be ignored and obviated by the government.The long-time duality system between cities and villages is the fundamental reason for urbanvillage’s coming into being, but there are also some other profit-drive reasons from urbanvillagers. This paper systemically summarizes urban villages’ main problems about coming intobeing, existence, development and the way out. All the problems include urban villages’definition, characters, classification, reasons for coming into being, needs and the main difficultproblems of reconstruction. The most difficult problems of urban village reconstruction are lackof fund and difficulty about reassigning related bodies interest, so the key point about urbanvillage reconstruction is enough fund and fair interest reassignment.Essentially, urban villages’ reconstruction is a process about interest reassignment. Thispaper analyzes the interests relations about urban village reconstruction from three related bodies:government, urban villages, and real estate agent, and uses game theory to build up a dynamicmodel to analyze the play process and balance results. It comes to the specific mode of thetransformation, and proposes the countermeasures to conflict of interest in the reconstruction ofthe city villages.
