| Infrastructure in villages and towns is an important carrier of rural revitalization strategy,and its construction plays an important role in increasing villagers’ income,promoting rural economic development and improving rural living environment.In recent years,the central government and local governments have attached great importance to the infrastructure of villages and towns,and its construction covers a wide range of areas and quantities.However,the construction of infrastructure in villages and towns often involves multiple stakeholders.Different stakeholders have different interest demands,which makes interest conflicts complicated and coordination difficult.At present,although a large number of domestic and foreign studies have been conducted on the conflict of interest of village and town infrastructure,most of them focus on a certain type of conflict or a single type of infrastructure,and lack of research on the current situation,causes and coordination methods of the conflict of the overall village and town infrastructure construction,making it difficult to coordinate the conflict of interest in a scientific and comprehensive way.From this,this paper builds a two mode social network of stakeholders and interest demands to quantitatively measure their internal relations,explore the causes and specific manifestations of interest conflicts,and put forward the benefit coordination mechanism of the infrastructure construction in villages and towns through evolutionary game analysis.Firstly,literature analysis method and expert survey method are used to define the related concepts of the conflict of interests and the coordination of interests in village and town infrastructure construction,so as to clarify the research scope of this paper.Stakeholders and interest demands of infrastructure construction in villages and towns are identified to provide materials for follow-up research.Secondly,on the basis of field research,in-depth analysis of the conflicts of interest and interest coordination problems existing in the infrastructure construction of villages and towns in reality,and further supplement and modify the interest appeals.Thirdly,through the social network theory,on the basis of the data with 15 cases,this paper builds a two mode social network of stakeholders and interest demand with infrastructure construction in villages and towns.Then analyze the relationship and status of stakeholders and interest demands to determine the core stakeholders and interest demands of infrastructure construction in villages and towns.Fourthly,with core stakeholders as the main body of the game and combined with the interest demands,the tripartite evolutionary game model of local government,village committee and villagers for infrastructures construction in villages and towns is built to analyze the strategy choice and evolution path of different main members.Then establish the system dynamics simulation model of tripartite evolutionary game by system dynamics theory,and analyze the influence of various factors on the evolutionary stability path through adjustment of the initial strategy selection state and main parameters.Finally,based on the key factors of the evolutionary game,the interest coordination mechanism of infrastructure construction of villages and towns is established from four aspects: the coordination mechanism with overall goals and individual goals,the coordination mechanism of interests among core members,the supervision and evaluation mechanism,the system guarantee mechanism.So as to promote the smooth progress of infrastructure construction of villages and towns.On the theoretical level,first,the research results of this paper can effectively identify stakeholders and interest demands in the infrastructure construction of villages and towns,quantitatively describe their internal relationship,determine the performance of the conflict of interest of core stakeholders,and enrich the research content of the conflict of interest in the infrastructure construction of villages and towns.Second,the dynamic simulation of the evolutionary game process of core subject strategy selection expands the application of evolutionary game theory in the interest coordination of village and town infrastructure construction.At the practical level,this paper is helpful for the higher level government to take diversified measures to maximize the balance of interests among different subjects,so as to achieve the balance of interests,improve the cooperation efficiency of different subjects,and promote the smooth progress of infrastructure construction in villages and towns. |
