At the background of current modernization in China, this paper systematically did some specific analysis on the challenges——the market economy globalization, ideological diversification, class structure of fragmentation, political democratization——national power structure in the process of modernization, then it comes to the conclusion that national power should be operated upon the interaction among Party, government and society, meanwhile to establish the framework of "Party-government-society" to analysis is necessary. Owing to historic and realistic reasons, our national power structure reflects on the fact that Party centralized and the government and society are in a relative "vulnerable" position, especially our society is still in the control of national institutional division, though since the1990s China’s"Institution system" began to collapse, social autonomy began to germinate and grow up. But there is a long way to go to form the civil society, which has profound significance to transformation of our national power structure and to optimize the framework of "Party-government-society". The growth of civil society and the full play of functions of the government not only have close relationship with themselves, but also have some close connection with support from Party.In the present case, our national power structure transformation confronts with some difficulties, which reflect in three aspects:first, the power of society is weak, and autonomy and dependence coexist. Second, the power of the government performs poorly, government and party right is mutual superposition. Third, Party power tends to inflation and is liable to imbalanced in the leadership and governance easily. From the above three aspects of the difficulties, it is easy to find that the three aspects of problems need to be solved to realize the transformation of national power structure. First, Party needs to moderately decentralize its power to the government and society, but the reality of the problem is that the power of the Party decentralization is insufficient although faced with the challenges of modernization. Social management function of government and the provision of public services are needed to cultivate civil society.Namely, it is government that should play a leading role in the process of Civil society cultivating. However, owing to the non-standard relationship between party and government, the government has a strong dependence on Party and does not exert its function to the full. The preliminary development conditions of civil society are already now, but the development blocked in powerful system constraints. Therefore, the power needs to be transfered in the area of Party, government and society to realize our national power structure transformation.Based on the current analysis of predicament and reasons of our national power structure transformation, this paper puts forward the countermeasures of power structure transformation in the framework of "Party-government-society". The goal of our national power structure transformation is to establish a framework of "party-government-society" structure which is adapt to the development of modernization.The direction of our national power structure transformation is "government centrism under the leadership of Party’". The specific approach is Party moderately decentralizes its power to society in order to foster social capital, and to the government in order to highlight its function.Government should also moderately decentralizes its power to society in the management to provide the system guarantee. The suitable power structure gradually forms in order to smoothly realize national power structure transformation to cope with the challenges of modernization in China.
