Performance Evaluation Of E - Government Service Government Of Yunnan Province Perspective

Service-oriented government building is the focus of the current government management reform. Based on the government’s constant adjustment and reform, and aiming to improve the government’s public service capacity, it reshapes the government’s relationships between the market, enterprises, and the whole society, which marks the thorough transformation of the government management mode. In the process of building service-oriented government, e-government works as an important driving force to improve work efficiency and to standardize the running of public authority. E-government performance directly affects the efficiency of government departments and the government’s public image. In the past over ten years, Yunnan provincial e-government started from scratch, and experienced a major breakthrough from small to large, from the start to the further development. In the environment of the service-oriented government building, and with the change of environment for the development of e-government and that public service capacity demands to continually increase, e-government has become an important breakthrough for improving the quality of public service, for promoting the public running of administrative power, and for enhancing the credibility of the government and public satisfaction. Based on the above analysis and taking public satisfaction of e-government online work and service implementation process as the core, this paper will research on e-government performance evaluation index system in the service-oriented government perspective.This paper includes the abstract, main content and a conclusion. The abstract introduces the research background, purpose, significance and research methods and so on. In the main part, adopting the theories and methods of public administration, economics, system science and other subjects, this paper research on e-government online work evaluation index system in the service-oriented government perspective. It selects the index system built by the application platform of Yunnan potency government four systems to conduct a trial assessment on the online working of Yunnan provincial departments and Dehong state. Finally, as a summary of this paper, the research results obtained are as follows: 1、Bring forward the research objective and main content of this paper after summarizing and comparing e-government performance evaluation theory and practice from home and abroad in the perspective of service-oriented government;2、Constructed third-level performance evaluation index system for Yunnan e-government online working by using KPI (Key Performance Indicator) method;3、Conducted index weight design using the Delphi method and analyzed on index reliability;4、Conducted assessment on the online working performance of the application platform of Yunnan potency government and Dehong state four systems, and then analyzed on the evaluation results by using the built index system;5、Through application, analyzed the advantages and disadvantages of the evaluation index built.
