The Risk Evaluate And Countermeasures Of Daqing Resettler For Dongcheng Reservoir

China’s economic and social, steady and rapid development, prosperity and happiness of the Chinese people’s lives are inseparable from a large-scale water conservancy construction, proper placement of the reservoir resettlement, reduce and eliminate the risk of poverty is essential for reservoir resettlement. In this study, it is through in-depth analysis of the risk assessment and preventive measures for reservoir resettlement, to circumvent the risk of poverty of the immigrants, and thus to some extent, play an important role to help immigrants to create a prosperous life, maintain social stability, and promote the harmonious development of economic and social.First of all, the paper expounds some basic concepts which include of reservoir resettler and resettler allocation risk, then introduce reservoir resettler risk discern and risk assessment process, measures, risk reasons and risk styles as well. Secondly, base on above theories to discern the reservoir resettler risk, then as the risk characteristics to classify. After that, through set up estimate index system of risk quantitative and qualitative, estimate the risk factors of Dongcheng reservoir. The author use Field theory to estimate the resettler risk of Dongcheng reservoirs, and also use synthetic judgment to quantitate resettler allocation risk degrees. Through the comprehensive effect of different indexes to estimate the risk degree in time, that will be adopt effective measures to reduce resettler allocation risk, and improve batter resettler subsist and develop environments, to ensure the economic of Daqing city and social life will be improving in the same time. Finally, according to the reservoir resettler risk to put forward a series of risk control measures. Through the research and discussion of Dongcheng reservoir resettler risk, we hope could provide beneficial references for similar Chinese irrigation works.
