Confucius based his efficient and pioneer theory on the national relations between the small nations in China from the last period of the Zhou dynasty and the Spring and Autumn and the Warring States Periods. Confucius lucubrated the substance of the political rules and the method to realizing the political rules. Confucius brought up the idea of using humane policy and virtue policy to ease the social contradictions and safeguard national peace. To research on the Confucius ethics policy is to get the essence of the idea of Confucianism and then serve the modern administrative ethics in our country. Then I will exam the Confucianism has some core ideas which superior the history limitation at the same time it also has the inevitable history limitation.Thirdly, I want to speak about the Confucianism’s political ideas have a long history and have many levels. Ever since the idea of virtue policy, the Confucianism formed the standard of "a learning both sound in theory and practice","people-oriented" core idea, the standard of "making oneself perfect", the theory system of "law and moral equally used". At last, the using of the Confucianism’s ethics policy should be based on the nowadays China’s administrative ethics policy. Also, the borrowing idea from the Confucianism’s ethics policy should be based on the need of the modern China’s administrative ethics in order to get the spirit out of it. At the mean while, we need to eliminate the good idea out of the out-dated ones. I want to do this by three steps. First, I am stick with the honest idea from the Confucianism’s ethics policy. Second, I agree that the policy is made by and for the people is vital to modern China’s administrative ethics policy. Third, I want to point out the Confucianism’s idea is great in moral area; however, it also has its limitation in law area and that is what we need to work on.
