Building Long-term Mechanism Of Administrative Accountability System In China

Responsibility is the core issue of public administration, and it is also the important value ofdemocracy political; As a result,the government as the main responsible body to exercise thepublic authority,only to accept the supervision of the people, directly or indirectly responsible tothe people and to meet the interests and will of the people, is consistent with the practicalrequirements of democratic politics.Looking back in recent years, China’s domestic crises riseone after another, once the outbreak is often exposed the abuse that some local government unitsand departments have a series of problems such as lacked the sense of responsibility, often notact or random act and so on. The "A typical pneumonia",occurred in2003, is a milestone in thedevelopment of the administrative accountability system in China, it marked the administrativeaccountability system was officially launched in the Mainland of China in its true sense,whichhas a great significance on build China’s responsible government and building a democraticpolitical; However, due to the administrative accountability system in China is still at the stage ofdevelopment,the problems such as the main responsible body not has a strong sense ofresponsibility,accountability system is flawed, accountability procedures are notstandardized,accountability mechanism is not perfect or other aspects problems causes,the entireadministrative accountability system meet many obstacles during its implement process.It is amere formality, showing the characteristics of "a gust of wind".but we suppose that building aresponsible government should explore and establish a long-term legalization, standardizationand normalization of the accountability system. Therefore, the long-term mechanism for theestablishment of administrative accountability is imperative.This essay is from the perspective of constructing a long-term mechanism of theadministrative accountability system, based on our existing system, to define the long-termmechanism and its contents of the administrative accountability system, combined the course ofdevelopment of the administrative accountability system and its achievements in thedevelopment process,then analyze the main problems and reasons faced by the construction ofChina’s long-term mechanisms of administrative accountability,propose the basic ideas and thespecific path, in order to promote China’s administrative accountability system to the direction ofthe " legalization","normalization"and transparency ".
