The Research Of Relationship Between Public Policy Process And Mass Incidents

The order has precedence over all in political value. In recent years, mass incidents inChina occur frequently，which did great harm to the social order. Although the mass incidents isthe result of the effect of multiple factors, but we should realize that the Government has aninescapable responsibility with the mass incidents. Theoretical analysis in this paper tries tofind out the relationship between the Government decision-making and the group events andthe mass incidents, in order to clear the responsibility of the Government of the mass incidents,provide a theoretical reference for the Government’s prevention and control of the massincidents.This article is divided into five parts, which are as follows: Chapter1introduces thebackground and significance of the research papers and analyzes the status quo of domestic andforeign research about this issue. Chapter2discusses the cause of the mass incidents, whichbased on the perspective of Government decision-making mode. Chapter5analyzes the correction action, which the massincidents has to the Government decision-making.In the opinion of the author, the mass incidents has evoked, when the Governmentdecision-making mode exists malpractice,or the Government officials do not act in accordancewith the law does not handle affairs by policy, or the Government decision-making errorsappears frequently.At the same time, the mass incidents has certain correction action to the Governmentdecision-making, prompting the Government to strengthen the system construction to achievethe goal, which is the Government decision-making developing in the direction of scientific,democratization, legalization. In the end, achieve the goal of social harmony.
