Research On Governance Of Internet Mass Incidents

In recent years,the Internet Mass Incidents break out fluently,as well as the situation of network ecology deteriorate sharply,which have a profound influence on social order,damage the stability of public security,and be the obstacles for the promotion of governance capacity on social public.By analyzing the features and causes of Internet Mass Incidents,this paper concludes the Internet Mass Incidents into three types: benefit chase,events concern,and value conflict.Furthermore,five periods have been divided in the light of sequence and the popularity of keywords.The five periods are as follows: the incubation period,the diffusion period,the outbreak period,the healing period and the transfer period.Meanwhile,this paper utilizes the public governance theory to research the Internet Mass Incidents.It puts forward present problems during the government,cyber citizens,medias and nongovernment organizations,which are under governance.It proposes a model participated by government,media,NGO Organization,and cyber citizen,which leads to govern the Internet Mass Incidents together.After analyzing the facing status quo and dilemma of the principal parts on governance,the solutions and countermeasures are suggested: make the government play a leading role;promote the governance capability in the following four aspects: establish the mechanism of public voice guidance,and emergency treatment;strengthen the communication with others charging of governance;standardize the net law;solve the underlying problems of the incidents.In addition,enhance cyber citizen's qualities entirely.Forster and strengthen the cyber citizen's capability of identifying and anticipating so as to promote their awareness of self-discipline and supervision.Thirdly,rebuild the positive image of media to be effective.Play a positive of medias,and form a sound supervision and leading of media.Finally,make NGO play a full role in the anticipation of public affairs independently and without profit.Take measures according to different situations on official,nongovernmental NGO and that organized by Chinese overseas.Make them work effectively and overcome the negative effects.In consequence,make it to be important coordinating power in co-governance combined with government and others.
