A Study Of Corruption Prevention Under The Help Of Modern Science And Technology In Jinan

This paper started from analyzing the background, significance and present research situation of modern corruption prevention under the help of science and technology, referring to the positive results and beneficial experience in domestic relative field, and redefined the connotation and characteristics of scientific and technological anticorrosion. Taking the corruption prevention practice under the help of modern science and technology in Jinan for example, this paper combined with politics, economics, the theory of public policy and business process reengineering to discusses the practice process of scientific and technological anticorrosion and the basic methods of government business process reengineering, and made a in-depth rational thinking; by analyzing the typical case through both the administrative power systems and the electronic monitoring system, this paper offered an overall evaluation of the scientific and technological anticorrosion in Jinan, deeply analyzed the subjective and objective causes, and put forward some constructive suggestions and opinions for improvement.During the research, this paper insisted on multi-academic orientation and cross-study angle of view, and mainly adopted methods of combining theory with practice, empirical analysis with normative analysis, and of chart analysis and investigation.Through the analysis and research, this paper aimed at building a "spiral" modern corruption prevention system under the help of science and technology to realize the organic integration of the government management and computer technology. In addition, this paper was trying to construct a scientific and technological of anticorrosive network, which vertically links up the municipal and county (city, area) levels and laterally extends to the economic and social management, executive law enforcement and public service department. This network could create an electronic form for the automatic acquisition, communication and representation of corruption prevention information, and make an electronic monitoring over the process of administrative examination and approval, executive law enforcement, public resources trading, public funds supervision, and people’s sunshine livelihood relief. Meanwhile, it boasts varied functions, such as real-time monitoring, warning and error-correcting, performance evaluating, statistical analyzing, accepting and attending to complaints and information service; it helps to realize the online management of public anti-corruption and incorruptness education. Eventually the entire administrative power will be operated and supervised through the Internet, thus achieving the objective of "power with boundary, transparent operation, Internet trace-keeping and process supervision".Main contributions of this paper:1. Innovate the mode of government service. Through the construction of online administrative power operation, and realize online public, online acceptance and attendance, online circulation, online feedback and online supervision of all kinds of administrative power by means of science and technology.2. Improve the mode of government supervision and management from the past artificial and passive way to a more automatically active one, and realize the whole process, all-round and multi-perspective supervision of administrative power, effectively regulate administrative power to prevent corruption.3. Innovate the mode of administrative power operation to cure the administrative power transaction process, standardize relative standards of administrative power, and to effectively prevent corruption.4. By analyzing the practice, put forward a set of relatively systematic methods towards the working principle, working mode and working process of government business reengineering, which will infuse long-term vitality into the construction of the scientific and technological anticorrosion system in Jinan.
