Research On Process Reengineering Of The Electronic Administrative Examination And Approval

With the rapid development of information technology,the electronic administrative examination and approval using the Internet as the medium has begun to emerge,and it has become the preferred approval method for governments of various countries because it helps promote the openness,transparency,rule of law,and efficiency of administrative approval.The Administrative License Law of the People's Republic of China also clearly states that "an administrative organ shall establish and perfect the relevant systems,shall promote electronic administration by government,shall announce matters under administrative license on the website of the administrative organ,facilitate the applicants to file for administrative license by means of data messages."China has made some achievements after online examination and approval is implemented,but there are still many problems such as fragmentation of examination and approval,which can't meet the public's demand for its service ability and administrative efficiency.The improvement of service ability and administrative efficiency are inseparable from the effective application of information technology and the optimization and reconstruction of the approval process.Government process reengineering is a process that introduce the basic principle of enterprise business process reengineering into government management,emphasize the public service demand,redesign the process with the help of information technology to achieve significant improvement in government efficiency,service efficiency and public satisfaction.Using the methods of literature,questionnaire and interview,the thesis introduces the present situation of the development of the whole-process electronic registration of enterprises in Dongguan City.Three major problems of the whole-process electronic registration of enterprises have been sumed up: the localization of process reengineering,the defects of information construction,low recognition of derivatives.The main reasons are fragmentation of institutional functions,absence of relevant standards,the existence of information-sharing barrier,imperfect laws and regulations.In view of experience of the typical government process reengineering at home and abroad,some suggestions are thus proposed such as the integration of administrative functions,the sharing of government data,the normalization of security management,and the legalization of process reengineering.
