The local system is the most direct and essential standard that reflects opinions on the primary organizational functioning and the relationship between government and people on an area. In recent years, with the trend of world integration which is more and more strengthened, it shows a relatively fast trend of the development of local system all over the world. As the western local system becomes mature, the local legal construction of Asia has gradually flourished. Among these, Taiwan, China, with its special background and political characteristics, also deserves a place. In order to discuss and delve into the study on local system of Taiwan, China, this thesis describes and analyses the local system from all sides to provide reference for the local legal system construction and study in mainland China and Asia.The first section of the thesis gives basic introduction on production and evolution, illustrates the process and reform, and also discusses and analyses the political significance which the local system brings to this area.The second part of the thesis analyses the situation of local self-governing body of Taiwan, China. It introduces the local self-governing body at all levels, describes the relationship between local legislation and administration, and gives evaluation of invoking authority of local self-governing body.In the third section of this thesis, the author analyzes the local election system of this area. It discusses development of local election system and its influence on politics of Taiwan from three parts:history, content, and evaluation.The forth section of the thesis exposits the relationship between "the central" and local governments. As a result of complex historical matter, this area overlaps lots of parts between the scope of "central" government and local governments. For this reason, there is some relevant legislation about governance division, dispute settlement mechanism and supervision of "the central" and local governments, which the thesis analyzes and discusses.In the final section of the thesis, the author makes a conclusion.
