A Study On New Socialist Villages And Townships Of Jinning City

With the theory combined with practice, this thesis is about the study on new types of villages and townships. Firstly, the author introduces the background, significance, the main content and the research methods, and reviews the current study of villages and townships both at home and abroad. Then the author gives a brief explanation of the relevant concepts about new villages and townships, and elaborates the definition of the concepts about new villages and townships, as well as the construction of new villages and townships. The thesis also details the relevant theories and significance of the construction of villages and townships, analyses the history, current situation, practice and the achievement of the construction of new villages and townships in JinNing city. On this basis, together with the analysis of the data from the revelant departments, the author conducted a fact-finding fieldwork and discovered the crux of the problems in the construction of new villages and townships in JinNing city. Then at the end of the thesis, the author presents countermeasures about the problems.This thesis includes four parts:The first part(ie, the chapter one) is the introduction, mainly about the background, significance, the main content and the research methods, and the reviews of the current study of villages and townships both at home and abroad.The second part(ie, the chapter two) is a theoretical study, which sums up the concerned concepts about new villages and townships, defines the concepts of new villages and townships and the construction of new villages and townships, and represents the theories and significance of the construction of new villages and townships.The third part, including the chapter3-5, is about the fieldwork. In chapter three, the author analyses and sums up the history and current condition about the construction of new villages and townships in JinNing city. And in chapter four, she discusses the practice and achievement of the construction of new villages and townships in JinNing city. Then on that basis, in chapter five, reckoning with the problems in the construction of new villages and townships in JinNing city, the author presents the basic countermeasures.The four part is the conclusion, which summarizes the achievement and weak points of this thesis.One aim of the study is to offer some practical enlightment for the development of the villages and townships in this region as well as the whole country. Meanwhile, the author wish that this study could attract the attention of scholars and government on the construction of new villages and townships, and deepen their understanding on this question if possible.The innovations of the thesis are as follows:the author points out that the pilot program of the construction of new villages and townships in JinNing city is an innovative practice in the new stage which involves the great changes in fields such as concepts, thinking patterns, system mechanism, develoment models and ways of working, the thesis also analyses and sums up the present status of the construction of new villages and townships in JinNing city, and by combining the theory and practice, it offers some mature experiences which could set examples for the construction of new villages and townships both at home and abroad. These experiences are as follows:Firstly, as a modification towards the past studys of the reforms of the governments of villages and townships which only explore the personnel reduction, adjustment of affiliation and manning quotas, the author puts the question in the context of the construction of new villages and townships, and gives a tentative answer to the question "What and how should the governments of villages and townships administer in market economy", which sets a clear position for the governments of villages and townships. Secondly, deviating itself from the tendency in the past study which gives vain power to the governments of villages and townships, or otherwise, makes them totally autonomous, the thesis, based on the current politics of the country, sets forth the idea that granting the villages and townships more functions and power so as to integrate resources, allocate elements and take the road of intensive development, and in this way the governments could play a proper role in the integration of city and countryside. Thirdly, unlike the past studys which only focus on the reform in one aera, the author, drawing on the practice in construction of new villages and townships in JinNing city, presents the countermeasures for the problems in aeras such as planning layout, policy support, land system, administration power, related reforms and administrative management, these measures offer worthy lessons in both theory and practice for construction of villages and townships in the new period.
