On The Chang-Zhu-Tan Regional Public Goods Supplying Studies Under The Background Of Two Type Society

With the gradual formation of two great trends of economic globalization andregional development, the political and economic ties between various regionsincreasingly close. As the "Two-type" society construction reform demonstration areaof urban agglomeration of Eleventh Five-year Plan, and to realize the overalldevelopment which drive the national "Two-type" reform, Chang-Zhu-Tan area mustresolve the regional public problems, and the key of regional public problems shouldbe follow the "Two-type society" of development and make sure the area of effectivesupply of public goods.From the actual situation, there are some problems of Chang-Zhu-Tan regionalpublic goods at the "Two-type" background, such as undersupply, excess provided andstructural imbalances. To solve these problems in theory we can use the Prisoner’sdilemma, the Collective action logic and the government office border relations. Andfrom the practice, it is mainly composed of the institutional obstacles of theadministrative districts and economic zone, the single supply mode, the absence ofsupply process supervision and a lack of scientific and reasonable performanceevaluation system. This paper tries to analyzing the current situation and issues of"Two-type" Chang-Zhu-Tan regional public goods according to the regional publicproducts’ connotation and characteristics and the basic theory and the supply process,as well as learning foreign regional governance practice and revelation, which will behelpful to summarize several measures for Chang-Zhu-Tan regional public goods’effective supply, namely constructing the government cooperation mechanism thatguarantee the Chang-Zhu-Tan regional public products’ supply, emphasizing thegovernment’s leading role in breaking the barriers between traditional districts andeconomic zone, exploring diversified supply mode according to the multiple centersupply system and shaping the complementary supply network, strengthen providingthe regional public goods of agriculture preference to achieve the equal publicservices, and establishing a scientific and reasonable evaluation system of regionalpublic goods supply to constantly improve its quality and efficiency.The framework of this research analysis is divided into six parts. Chapter1:Introduction, mainly analyses background of regional public goods and theachievements at home and abroad. Chapter2: The review of "Two-type" society andregional public goods, make a brief analysis of the regional public goods’ connotation and characteristics and classification as well as introduce related theories and"Two-type" society. Chapter3: Basically analyses the subject of regional publicproducts supplying and the supplying process, clear the responsibility and scope.Chapter4: The current situation of Chang-Zhu-Tan regional public products at the"Two-type" background, mainly introduce the contents and the issues-causes. Chapter5: The practice and enlightenment of foreign regional public product supplying.Chapter6: The countermeasures study of Chang-Zhu-Tan regional public goodssupplying at the "Two-type" background. The last part gives a summary about thewhole paper’s achievements and progress.
