Study On Citizen Participation In The Public-service Outsourcing

Public service outsourcing which namely introducing market mechanism to thepublic goods and services supplying, has become an important way for the countriesall over the world including China to promote administrative reform, improve publicservices and reduce the fiscal expenditure and curb the overstaffed organs caused bythe government scale expansion. Public service outsourcing has achieved some resultsin the process of practice to improve public service quality, improve theadministrative efficiency and meet diversified service demands. But there also existssome problems in the whole public service outsourcing stage, including public serviceoutsourcing decision stage, implement stage and evaluation stage and many otheroutsourcing failure phenomenons. This paper argues that lack of sufficient publicparticipation in the practice is a main reason that causes the public serviceoutsourcing failure which should be an interactive system between government andcitizen. So if want to solve the problems existing in the public service outsourcing,must change the way of thinking that take government as the centralization of thecenter, fully realize the citizen’s role and introduce citizen’s participation to the wholestages of public service outsourcing such as decision making, implementation andevaluation stages and so on.The framework of this research analysis is divided into six parts. The first chaptergives an introduction about the background and significance of the topic, analyzed therelated research status from domestic and abroad, and introduces the contents andmethods. The second chapter describes the connotation and basic theories of publicservice outsourcing and citizen participation. Chapter3mainly analyzed the causesbased on the issues that exist in the each phase and draw a conclusion that lack of thecitizen participation in public service outsourcing is the main reason for the failure.Then this chapter analyzed the value of the citizen participation and its obstacles. Butin our country at present，the participation of citizens in public service outsourcingalso faces many obstacles. Finally, on the basis of the experience in major countries ofwestern citizen participation in public service outsourcing for reference,andcombining with the actual situation in our country, this paper building the wholesystem of our citizens to participate effectively in public service outsourcing, whichconsists of promoting the inner motivation and power of participating outsourcing,cultivating the civil society positively, building the cooperation relations between the government and the citizens, making a scientific and standard program and way tocitizen participation, and perfect the system security of citizen participation.
