A Study Of The Administerial Supervision And Control Of The Disaster Reliefs And Donations In China

In recent years, influenced by the global climate change, global natural disasters occur frequently, to human production and life caused serious influence. China is a big disaster country, coupled with extensive production and other man-made factors, the occurrence of natural disasters is becominging harder and harder. namely, the flood in1998, the drought in Sichuan in2007, the snow disaster in south China and the earthquake in Wenchuan in2008, the earthquake in Yushu, Qinhai province, and so on. These disasters result in great economic loss and bring great injury to the Chinese. Although the disasters are ruthless, the people are worm-hearted. After each disaster, there are people from all walks of life denoting money love and help. However, the huge amount of money and materials denoted, would lead to a series of economic and social problems if they are not supervised and managed properly. In addition, our government plays a leading role in the social denotation organizations, so it is its duty to reinforce its administrative supervision over the disaster relief denotations to secure that the good money is put into good use. Therefore, a study of the problems in the administrative supervision over the denotations has both realistic and theoretic values.The paper is divided into six parts. The first chapter is the introduction. It briefly introduced the relevant researches at home and abroad, the research background and the research significance of the paper and its basic framework and main research methods. The second chapter illustrated the relevant concepts and theories of the disaster, the disaster relief donations, supervision and administrative supervision, with the combining introduction of the theories of the governance, the public interest, the supervision policy, the financial supervision and other related theories. The third chapter gave an analysis of the present situation of the administrative supervision over the disaster relief donations in China and pointed out its problems existed. The fourth chapter selected cases of administrative supervision over the disaster relief donations from the America, Germany and Britain, and based on the study and analysis of these cases, this part summed up experiences. The fifth chapter proposed countermeasures on the problems existed in China’s administrative supervision over disaster relief donations. With an concept of innovation of the administrative supervision over the disaster relief donations, this part provided effective ways to solve these problems and put forward a perspective of optimizing the administrative supervision mechanism. Based on the whole text, the sixth part put forward a conclusion of the research, and pointed the direction for further research.
