A Study On Polycentric Coordination In China’s Public Crises Governance

As society develops, the causes of public crises become increasingly complicatedand diverse. Types of crises are various; frequencies of crises are high and thosecrises are wide spread. China’s current crises-governance mode which emphasizes theprincipal role of the government shows its defects in dealing with those public crises.With the popularity of governance theory the state’s relationship to society ischanging. Civil society is gaining its momentum each day. Consciousness ofdemocracy becomes stronger. People come to realize that crises-governance is notmerely the responsibility of the government. Instead, it should be the responsibility ofthe whole society. While coping with public crises we should notice the functions ofvarious non-profit organizations, enterprises, citizens and the media. To make full ofpolycentric coordination in public crises-governance is of pragmatic significance.The thesis centers on polycentric coordination in public crises governance. Firstof all, it analyzes in details the roles of poly-governance bodies involved in publiccrises governance based on the clarification of the theories of public crises, publiccrises governance and synergetic. In the meanwhile, it expounds on the necessity andthe contents of the participation of poly-governance bodies. In addition, the thesispresents China’s current state of polycentric coordination in public crises governance,it analyses the progress of our polycentric coordination in5.12earthquake, then, itpoints out explicitly the problems emerging from polycentric coordination andanalyzing the causes of those problems.
