The Construction Of Service Government From The Perspective Of Ecological Adminstration Innovation

The beginning of the12th Five-Year Plan is the key period of building a well-off society in an all-round way. During this time various kinds of social issues and intricate and complicated contradictions are constantly emerging. Although the political situation works fundamentallywell, itoften has non-ecological tendency,even affect the building of the service government. A new idea of ecological administrative management is derived from the scientific development, strengthening the ecologic construction and eco-civilization construction, protecting the ecological security and so on. The purpose of paper is to find strong power to build the service government in the way of the ecological administrative innovation.Ecological administration, i.e., government ecological administration, means management organization and management behaviors by the government with the purpose of protection, improvement and restoration of ecology. As for ecological administration, administration is the means, while ecology is the ends. From the perspective of ecological administration, service government is legally organized in accordance with citizens’will and with citizen service as the aim and undertakes the service responsibility under the guidance of citizen-oriented, society-oriented, and ecology-oriented concepts, and within the framework of social democratic order. From the perspective of ecological administration characterized with ecology priority, social justiceruled by virtue and cooperation, in order to construct the service government, we should adhere to the ecological concept of sustained development, take green administration as the goal, and advocate the policy participation of NGOs.Traditional administration poses obstacles to governmental construction. The non-ecology character of traditionaladministration lies in that the administrative concept of economy supremacy, the administrative goal of efficiency center, the single administrative practice and means, administrativeefficiency reduced by hierarchical control, and unscientific divisional management system cannot satisfy the internal requirements of the integrity and commonality of the natural eco-environment.Whether we can set up a service government in an ecological way, is of great importance to alleviate the ecological crisis. In my opinion, all the staff of government departments should establish the ecological civilization consciousness firstly, thencomplete the ecological legal system, strengthen theecologicaladministrationand establish the ecological performance appraisal indicator system.
