Service Administration Perspective, Our Government Responded

During the transformation process of our country from a traditional administration to a modern democratic administration, the Government's response is becoming a hot topic in the field of administration. Improving the Government's response capacity, creating administrative philosophy of public services, and establishing a response patterns of a democratic governance-oriented government, are not only the value orientation of our government administrative reform, but also the value orientation of all the countries' administrative reform in the world. Therefore, establishing a just, democratic, efficient, transparent government response system is an important content of China's government reform. This paper starts with Service Administration, uses relevant theoretical about government response to analysis the insufficient capacity of our government response, and explores the institutional barriers of the low Government's response capacity and then forms a logic idea of improving Government's response capacity, innovating response mechanism and establishing a response -oriented government to solve the lack of response and low response of Government's response system.This article is divided into the following four parts:The first part .Introduction. In this part, firstly compare the theoretical level with practical level of the Government's response capacity, and find out the gap between them. This is the logical starting point for the full-text research, and this also founds the foundation for the next discussion. Secondly arrange the research at home and abroad. Finally introduce the significance, the path and methods of the study.The second part. Basic concepts and theoretical basis.mainly related to services, administration and government response theory analysis. Mainly including services, administration, meaning and values, defining the concept of government response, the theoretical analysis of the Government's response capacity ,the combination of Services Administration and the Government's response,and relevant theoretical basis used in this article, which found the basis for the latter study. The third part. analysising the current situation of Government's response capacity. This paper argues that the development of China's Government's response has gone through three stages, namely the "rule"-type government response, "management" government response, "service"-type government response. Meanwhile, analysis the current situation of Government's response capacity, and analyze their causes.The fourth part. Countermeasures and Suggestions. For the existence of related issues, this article proposed some countermeasures and suggestions to improve the Government's response capacity on the basis of foreign experience in building the Government's response capacity.
